Clément Acar
PHD IN PRIVATE LAW
Hello. I am Clément Acar, a PhD in private law specialised in social security law.
I was sworn in as an attorney in 2013, before becoming regional head of litigation at URSSAF Provence-Alpes-Côte d’Azur, where I saw from the inside how a large administration works.
I have always been curious about how systems work beyond the rules that govern them. That led me to write my thesis on the organisation of social security litigation. Understanding, analysing and explaining systems is the thread running through my career.
I am also deeply interested in economics and management, which I studied at Université Paris-Dauphine. Passionate about teaching and knowledge transfer, I have taught at university for several years and continue to follow questions of education and learning.

My expertise notably covers complex social security disputes involving URSSAF, CPAM, CAF and CARSAT. It also covers advising businesses and supporting them during audits conducted by social security bodies.

Former Head of Litigation at URSSAF Provence-Alpes-Côte d'Azur
From 2015 to 2019, I served as Regional Head of Litigation at URSSAF Provence-Alpes-Côte d’Azur. I designed and implemented a two-tier regional organisation, combining local departmental services with a specialised team at regional headquarters for high-stakes cases, appeals and proceedings before the Cour de cassation. I also managed 60 staff members, including more than 30 legal professionals.
